                                    Program  Objectives:

 

 

Using the most qualified expertise available, the World Institute for Security Enhancement provides practical “hands on” training courses designed to improve security at the federal, municipal, state and local level to those who want to respond effectively to issues following the tragedies of September 11, 2001. The issues are tailored specifically to meet the needs of Port Facility Security Officers, Security Officials & Officers, Law Enforcement and Homeland Security practitioners within the Harbor & Maritime environment. The program is designed to train a variety of personnel in the procedures and strategies they need in order to respond effectively to the important issues of security within this newly evolving environment.

 

 

Areas of concentration include Maritime Security and Antiterrorism; Maritime Security Policies; Security Responsibilities; Port Facility Security Assessment; Security Equipment for Port Facilities; Facility Security Plans; Threat Identification, Recognition, and Response; Port Facility Security Actions; Emergency Preparedness, Drills, Exercises and Search Procedures; ans Security Administration & Management.

 

 

                               TARGET  AUDIENCE:

 

This course has been specifically designed to meet the need of all maritime employees to include senior executive team members, managers, security officers, department and function heads, fixed base operators, ship’s crew, first responders, health & safety personnel, human resources, risk managers, design engineers, consultants, and law enforcement personnel.

 

                                   

                                        PURPOSE:

     

 

To train personnel to ensure that all attendees can apply a standard level of adequate and timely security within the Harbor & Maritime Security environments.  This course is intended to exceed the training requiremenets set forth by the International Maritime Organization’s (IMO), ‘Port Facility Security Officer’ and the United States Maritime Transportation Security Act of 2002.

 

Upon completion, a Mounted Certificate is awarded in “Harbor & Maritime Security: Protecting America’s Ports”

 

 

Continuing  Education  Units  (CEU):

 

Continuing Education Units (CEU’s) are nationally recognized units in qualified programs which allow the participant to document all non credited work completed. CEUs may be used as evidence of increased performance capabilities and for job advancement. They are recognized by many professional organizations and companies.

 

 

Certified Protection Professional (CPP)  Recertification:

 

Documentation of attendance at these programs may be submitted to the ASIS Professional Certification Board for consideration of recertification credit by qualified Certified Protection Professionals.

 

            

             Principal  Instructors

 

G. F. BRYANT, Jr., CMAS; is a member of the Electronic Crime Task Force with the Miami Division of the U.S. Secret Service. He has been granted a Certified Master Anti-Terrorism Specialist (CMAS) designation by the Anti-Terrorism Certification Board (ATAB) of the International Society of Anti-Terrorism Professionals and is Chairman of its International Standing Committee for Homeland Security. Mr. Bryant is an internationally recognized Physical & Operational Security Analyst, Contingency Planner and Educator with more than twenty five years of combined experience in technical, physical & operational security, and investigation technologies. He founded Bryant & Associates to provide threat assessment, risk analysis and systems integration after serving several years as the primary technician for a governmental law enforcement agency. He teaches and consults internationally on state-of-the-art equipment, techniques, and operational procedures to managers, technicians and other security and risk management professionals in both government and private industry that include numerous Fortune 500 companies. The originator and developer of extensive technical and operational industrial security & life safety programs at the university level, Mr. Bryant is active in the design, application, installation and field maintenance of Integrated Facilities Protection Systems utilizing the Total Facilities Management approach. He is a frequent speaker at international conferences & exhibitions and his articles regularly appear in various security industry publications. Mr. Bryant has been a contributor to new product development projects for many international manufacturers.         

 

                  

Mr. Bryant has served as Chairperson of a Chapter of the American Society for Industrial Security (ASIS) International. He is a member of the South East Florida Chapter of the Association of Contingency Planners (ACP) and served on Committee F-12 on Security Systems and Equipment of the American Society for Test and Material (ASTM). Mr. Bryant contributed to a monthly column on Systems Integration in Access Control & Security Systems Integration magazine and was the Technical Editor of International Corporate Security, a magazine published in the United Kingdom. He has been appointed to the technical advisory boards of Defense & Security Electronics, CCTV Applications & Technology, Access Control & Security Systems Integration, Security Technology & Design, and Southeast Asia Fire & Security magazines.       

 

 

Ron Gorsline, is a faculty member at the World Institute for Security Enhancement and associated with Bryant & Associates. The founder of Secure Ocean Service, he is a twenty year US Navy Special Operations veteran with a wide array of training and operational experience in Maritime Security Operations. He has worked as close personal protection for high level VIPs conducting surveillance and counter surveillance training including operations for various US Government Agencies. Mr. Gorsline has recently testified, as an expert witness for the government, before the U.S. House of Representatives, Committee on Government Reform, Subcommittee on National Security, Emerging Threats and International Relations, on the topic of International Maritime Security as it relates to Cruise Ship Crimes. Additionally, he has carried out ship security vulnerability assessments in accordance with ISPS and MTSA regulations, writing ship security plans for several passenger cruise lines and container shipping companies.  Mr. Gorsline has provided training to numerous Police departments in Visit Board Search and Seizure (VBSS) operations for SWAT Teams.  He has also assisted in the training of Maryland’s Calvert County Sheriff’s SWAT team in support of the Cove Point LNG Platform.

 

 

 As a Surveillance Detection Instructor Mr. Gorsline worked as part of the Diplomatic Security Program while a contractor for International Training Inc. He provided training to host nation nationals in the art of finding and identifying persons conducting surveillance in preparation to carryout acts of aggression against US Diplomatic Corps personnel and US facilities worldwide. He applied his talent in 23 countries worldwide throughout Eastern Europe, Africa, the Middle East and the Caribbean.

 

 

Mr. Gorsline is a retired member of the US Navy SEAL Teams and graduate of the Naval Criminal Investigative Service (NCIS) Force Protection and Anti-Terrorism program. He has conducted surveys on over 50 facilities and 50 ships in the commercial arena within the last several years. He has advised the International Council of Cruise Lines (ICCL) and he is certified through the Maritime Institute of Technology & Graduate Studies (MITAGS), as a Company, Port and Ship Security Officer.  Additionally, he has been certified in Admiralty Law for International Ports & Harbors Management and for International Aviation Safety and Security Executive Managers. Mr. Gorsline is also State of Virginia, Department of Criminal Justice Service (DCJS) certified as a Private Security Services Alarm System Technician.

 

           

                    Curriculum Vitae

 

 

Stephen Patrick Cain, M.B.E., is a member of the Board of Advisors at the World Institute for Security Enhancement. He is an internationally respected security and risk management consultant.  Formerly the Managing Director of Pacific International Limited, Mr. Cain is presently associated with Bryant & Associates.  A graduate of the Royal Military Academy of Sandhurst he was commissioned into the Royal Warwickshire Fusiliers and later was awarded the Member of the British Empire by Her Majesty the Queen for operational duties as Company Commander.  Mr. Cain attended courses on International Affairs and politics at Oxford University, received his law degree from The British College of Law and was admitted into the Supreme Court of England & Wales.

 

Mr. Cain's specific security responsibilities have included protection of large military sites, coordination of communication and CCTV networks, overt & covert intelligence gathering, overt & covert operations against armed terrorist & criminal organizations, and briefings to Royal, Diplomatic, Military & Parliamentary VIP's.  Cofounder of Asset Protection International, Mr. Cain addresses the spectrum of Corporate Asset Management within the U.S.A. and throughout the world.

 

Surveys and implementations have included airports, embassies, major hospitals, communication centers, palaces and other vulnerable sites.  Services have been provided in Sri Lanka, Germany, Saudi Arabia, Egypt, Peoples Republic of China, the United Kingdom and the United States of America.

 

Silva Kandiah, is a Member of the Board of Advisors at the World Institute for Security Enhancement. He retired as General Manager of SATS Security Services, a wholly-owned subsidiary of Singapore Airlines.  SATS provides aviation and general security services to the SIA Group of Companies and to aviation organisations in Singapore and overseas.

 

Prior to this, Mr Kandiah held several appointments, in the Personnel Division of Singapore Airlines such as Editor of its House Magazine (Outlook) and Human Resource Manager and for two years was seconded to Air Lanka as Personnel Manager.  He had continued his association with Air Lanka by being a consultant on Human Resource Development.

 

Mr. Kandiah was appointed by the New Zealand Ministry of Transport as the independent industry advisor in its thrice yearly audit of its Aviation Security Service.

 

Mr. Kandiah served on the Boards of Singapore Airlines Properties (a subsidiary of the Singapore Airlines Group), the International Association of Airport and Seaport Police, Aviation Security International Magazine and the Consultative Committee of the Department of Geography, National University of Singapore. He remains on the Board of the International Society of Crime Prevention Practitioners and is an adjunct instructor for St. Louis University’s online Aviation Security course. He now consults for Royal Brunei Airlines on Security and Customer Service.

 

Mr. Kandiah is a Honours Graduate in Arts from the then University of Singapore and is a Captain in the Singapore Armed Forces Reserves.

Ron Montgomery, is the Director of Special Operations at the World Institute for Security Enhancement. He is a former U. S. Navy SEAL, Chief Warrant Officer, with more than 25 years experience in operations and administration. Much of his experience was gained as the tactics officer/operative of the Navy SEAL Anti-Terrorism unit, Naval Security Coordination Team, better known as "REDCELL". While a member of “REDCELL” Mr. Montgomery provided oversight and instructed security workshops in force protection, anti-terrorism, improvised explosive device recognition, vehicle search procedures and emergency command post procedures at Naval facilities worldwide.  As the supervisor of the asset recovery training he instructed foreign military personnel in the recovery of high value off shore structures, i.e., gas & oil platforms.  He brings continuity and focus to Force Protection, Anti-Terrorism, Physical and Personnel Security Issues.

 

 

As a Security Consultant for the Presidential Security Task Force, Mr. Montgomery has conducted security training for PSTF personnel on security awareness and anti-terrorism. Mr. Montgomery has recently completed a Threat Analysis and Vulnerability Analysis of Government buildings within the State of Vermont and three mid-Atlantic military bases. The Vermont State project totaled 78 individual buildings located in various communities across the state. These were a miscellany of facilities including the Capital, Supreme Court, Governors' office, Attorney Generals' building, a correctional facility and Heath Department laboratories. All data supported an interim and final report suitable for budget briefings and final recommendations on risk mitigation.

 

Mr. Montgomery was a Security Enhancement Training Instructor (SET) for Department Of Defense personnel at the Defense Logistics Agency He co-authored a break contact and evade curriculum stressing personal survival skills needed for novice travelers and ranking members of the DLA in hostile locations.  It encompassed training in lodging & work place security, urban/rural survival, anti-terrorism, weapons training, personal vehicle search procedures, convoy procedures, and improvised explosive device recognition.

COURSE FEE:  $1,250.00 USD

 

FEE INCLUDES:  The course registration fee includes a attendee Reference Manual, Program Materials, a Mounted Certificate, and Daily Refreshments for most programs held at the  training sites. Payment in U. S. dollars is required with your registration form and must be received at least thirty (30) days prior to the beginning of the Class. Payment not received on time will automatically be placed in the next scheduled class.

 

MEALS:  Lunches will not be provided.

 

DRESS:  Business casual is the recommended daily attire.

 

REFUNDS / CANCELLATIONS: The Institute reserves the right to amend any program should circumstances warrant such action. In the event of course postponement or cancellation, the Institute will reschedule the course, or apply the fee payment to any other program offered in the next twelve months. Liability for course cancellation is specifically limited to the amount of prepaid course fees and excludes any incidental or consequential damages. Attendees must confirm cancellations or substitutions, in writing, at least THIRTY (30) days prior to the initial class date. Substitutions may be made, with written notice to the Institute, at least thirty (30) days prior to class commencement. There will be a $100 administrative fee for such a cancellation. Otherwise, fees are not refundable but may be transferred to another program of your choosing.

 

LODGING:  Lodging is NOT included. Each attendee is responsible for their own travel arrangements and lodging costs. Please make your room reservation at least three weeks prior to the initial class date.
