PROGRAM OBJECTIVE:

 

In light of recent events on the campus of Virginia Tech, it is evident that isolated incidents as well as terrorist threats continue to capture the attention of the public, sometimes creating more confusion and wasted effort than anything else - as evidenced by the commotion surrounding the Federal Government’s Duct Tape advisory during the aftermath of September 11, 2001.  But there are specific steps that Campuses can take to be proactive in their response to the terrorist threat and to isolated incidents.

 

How can Educational Facilities ensure a safe and secure environment in an traditionally open and trusted Campus setting. Risk Management must evaluate your Campuses level of preparedness in the event of a “Worst Case” scenario.

 

Terrorist threats and isolated incidents will continue to shock and affect the entire Nation, however, a Balanced Approach to Risk Management allows for adequate “Security Countermeasures” to be well Planned allowing for a smooth Transition and seamlessly Implemented into Campus life.

 

There is a critical need to focus on an all-hazards approach to emergency preparedness. Campus target hardening is a three-pronged effort involving technology, personnel and education. While terrorism and isolated incidents are a real danger, a calm and measured assessment of the risk is required.

 

 

 

 

WHO SHOULD ATTEND:

 

This program has been specifically revised to meet the needs of first responders, law enforcement, emergency services, security directors, risk managers, consultants, and security, safety & facility management personnel, in both Government and Private Industry, responsible for Threat Assessment, Risk Analysis and Physical & Operational Security Audits (POSA) for educational facilities.

 

This Securing Educational Facilities program is aimed at personnel in government as well as private industry who wish to improve their knowledge and understanding of Ensuring Safety on Campus. Information and techniques relating to specific concerns will be discussed, while at the same time defining the strengths and limitations of available Security CounterMeasures. Certified Campus Safety Professionals (CCSP) should also benefit from this program.

 

 

Continuing Education Units (CEU):

 

Continuing Education Units (CEUs) are nationally recognized units in qualified programs which allow the participant to document all non-credited work completed.  CEUs may be used as evidence of increased performance capabilities and for job advancement, and are recognized by many professional organizations and companies.

 

 

 

Certified  Protection Professional

(CPP)  Recertification:

 

Documentation of attendance at these programs may be submitted to the ASIS Professional Certification Board for consideration of recertification credit by qualified Certified Protection Professionals.

 

 

                         Principal Instructors

 

G. F. BRYANT, Jr., CMAS; is a member of the Electronic Crime Task Force with the Miami Division of the U.S. Secret Service. He has been granted a Certified Master Anti-Terrorism Specialist (CMAS) designation by the Anti-Terrorism Certification Board (ATAB) of the International Society of Anti-Terrorism Professionals and is Chairman of its International Standing Committee for Homeland Security. Mr. Bryant is an internationally recognized Physical & Operational Security Analyst, Contingency Planner and Educator with more than twenty-five years of combined experience in technical, physical & operational security, and investigation technologies. He founded Bryant & Associates to provide threat assessment, risk analysis and systems integration after serving several years as the primary technician for a governmental law enforcement agency. He teaches and consults internationally on state-of-the-art equipment, techniques, and operational procedures to managers, technicians and other security and risk management professionals in both government and private industry that include numerous Fortune 500 companies. The originator and developer of extensive technical and operational industrial security & life safety programs at the university level, Mr. Bryant is active in the design, application, installation and field maintenance of Integrated Facilities Protection Systems utilizing the Total Facilities Management approach. He is a frequent speaker at international conferences & exhibitions and his articles regularly appear in various security industry publications. Mr. Bryant has been a contributor to new product development projects for many international manufacturers.  

                  

          Mr. Bryant has served as Chairperson of a Chapter of the American Society for Industrial Security (ASIS) International. He is a member of the South East Florida Chapter of the Association of Contingency Planners (ACP) and served on Committee F-12 on Security Systems and Equipment of the American Society for Test and Material (ASTM). Mr. Bryant contributed to a monthly column on Systems Integration in Access Control & Security Systems Integration magazine and was the Technical Editor of International Corporate Security, a magazine published in the United Kingdom. He has been appointed to the technical advisory boards of Defense & Security Electronics, CCTV Applications & Technology, Access Control & Security Systems Integration, Security Technology & Design, and Southeast Asia Fire & Security magazines.

 

 

 

John E. Huffman, Sr., CHS-V, CMAS; is Director of Operations and Program Development at the World Institute for Security Enhancement. He provides security assessments, training, and operational security for governments and corporations worldwide including critical infrastructure projects exceeding $40,000,000 in more than 20 countries. Mr. Huffman holds a Bachelor of Science Degree in Business Management, and is a Diplomat of the American College of Forensic Examiners Institute (ACFEI), the world’s largest forensic membership association. He is Certified in Homeland Security at Level-V (CHS-V), the highest designation granted to Homeland Security professionals by the American Board for Certification in Homeland Security.

 

          Mr. Huffman has extensive experience in law enforcement having served as a sworn deputy sheriff (reserve) since 1991. His duties and assignments include SWAT team operations, training, tactical operations planning, and technical support.

 

          Mr. Huffman’s prominent experience in Homeland Security has included the State Department’s, Armed Security Specialist-Defensive Services Program (Middle East and Asia), working with the special operations, intelligence, and law enforcement communities while operating in medium to high-risk environments. His expertise and training in diverse areas of the Homeland Security and protection fields, include operations planning, management, security audits, vulnerability & threat assessments, and implementations of programs for governments and Fortune 500 companies.

 

          Mr. Huffman contributes his time and expertise to help ensure the security of our Nation through participation in Certified in Homeland Security, Preparation & Response Teams (CHS-P&R Teams). CHS-P&R Teams are geographically based multidisciplinary teams of homeland security professionals dedicated to improving the preparation, prevention, and response capabilities of the U.S. Department of Homeland Security, starting at the community level and expanding nationwide. Huffman has taken a leadership role in the CHS-P&R Team based in Tennessee, and is a CHS-P&R Division Team Leader for Division I: Security, Division III: Military, and Division X: Transportation.

 

          In addition to being a member of the Gerson Lehrman Group’s Security Council, Mr. Huffman is a member of several professional associations, including the Certified in Homeland Security (CHS) program, the International Association of Counter Terrorism and Security Professionals (IACSP), the American Society for Industrial Security (ASIS), the National Drug Interdiction Association (NDIA), the Fraternal Order of Police (FOP), and the International Association of Protective Agents (IAPA).

                            

 

Curriculum  Vitae

 

Norman R. Bottom Jr., Ph.D., is a member of the Board of Advisors at the World Institute for Security Enhancement. He is an internationally respected security and loss control expert and is associated with Bryant & Associates.  His career began more than twenty five years ago with the Defense Intelligence Agency.  Dr. Bottom designed and staffed one of the first masters programs in security at the university level, and has taught graduate and undergraduate courses in executive protection, international security management, terrorism, industrial & institutional security, crime prevention, information security, security supervision & administration, security management and security undercover investigations.

 

 

     Dr. Bottom frequently instructs before international associations, conferences and expositions on a variety of security and loss prevention topics.  He has authored and reviewed numerous articles and is the author of the book "Security / Loss Control Negligence," co-author of "Industrial Espionage: Intelligence Techniques and Countermeasures," and senior author of "Security and Loss Control," and authored "Parking Lot and garage Security Handbook," Dr. Bottom is a faculty member of the Canadian Security Academy and is Editor of the Journal of Security Administration.

 

 

       Dr. Bottom is an active member of the Academy of Criminal Justice Sciences, Association of Former Intelligence Officers, Communications Security Association, International Association of Professional Security Consultants, National Association of Legal Investigators and has been certified as a Personal Protection Specialist by the Nine Lives Associates.

 

 

       Dr. Bottom is a past president of the Academy of Security Educators and Trainers which has certified him as a Certified Security Trainer (CST), and is a Certified Protection Professional (CPP) by the American Society for Industrial Security.  He is also a Certified Protection Officer.

 

 

 

 

 

Stephen Patrick Cain, M.B.E., is a member of the Board of Advisors at the World Institute for Security Enhancement. He is an internationally respected security and risk management consultant.  Formerly the Managing Director of Pacific International Limited, Mr. Cain is presently associated with Bryant & Associates.  A graduate of the Royal Military Academy of Sandhurst he was commissioned into the Royal Warwickshire Fusiliers and later was awarded the Member of the British Empire by Her Majesty the Queen for operational duties as Company Commander.  Mr. Cain attended courses on International Affairs and politics at Oxford University, received his law degree from The British College of Law and was admitted into the Supreme Court of England & Wales.

 

        Mr. Cain's specific security responsibilities have included protection of large military sites, coordination of communication and CCTV networks, overt & covert intelligence gathering, overt & covert operations against armed terrorist & criminal organizations, and briefings to Royal, Diplomatic, Military & Parliamentary VIP's.  Cofounder of Asset Protection International, Mr. Cain addresses the spectrum of Corporate Asset Management within the U.S.A. and throughout the world.

 

      Surveys and implementations have included airports, embassies, major hospitals, communication centers, palaces and other vulnerable sites.  Services have been provided in Sri Lanka, Germany, Saudi Arabia, Egypt, Peoples Republic of China, the United Kingdom and the United States of America.

 

 

 

 

Phillip A. Parker, M.A., is a member of the Board of Advisors at the World Institute for Security Enhancement.  He is a former special agent with the Federal Bureau of Investigation.  He retired as Deputy Assistant Director for Operations of the Intelligence Division, directing all counterintelligence and counter espionage investigations and operations in the United States.  He has been the U.S. representative to the NATO Security Committee in Brussels and an F.B.I. representative to several INTERPOL conferences.  In 1987 Mr. Parker was awarded the National Intelligence Distinguished Service Medal for exemplary accomplishments while serving as Deputy Assistant Director.  He testified before and was quoted by the Stillwell Commission.

 

      Mr. Parker presently provides investigative and security consulting through Phillip A. Parker and Associates LTD. and in association with Bryant & Associates.  He possesses a Bachelors Degree from Old Dominion University and a Masters Degree from Indiana University. He is also a graduate of the National War College.  Mr. Parker's security services include protection from industrial espionage, protection of classified or proprietary information, crisis management, security surveys and as an expert witness.

 

      Mr. Parker is a member of the Society of Former Special Agents of the FBI, the Association of Former Intelligence Officers and the American Society for Industrial Security.

                   GENERAL INFORMATION:

 

 

 

LOCATION: World Institute for Security Enhancement courses are provided at our training sites located across the United States and throughout the World. Most Open Session Courses have been reviewed and are "Approved by the North Carolina Private Protective Services Board". This Board regulates and licenses all Private Investigative, Security & CounterIntelligence activity within the State of North Carolina.

 

 

FEE INCLUDES: The course registration fee includes a student reference manual, program materials, a mounted certificate, and daily refreshments for most programs held at our United States training sites. Payment in U. S. dollars is required with your registration form and must be received at least thirty (30) days prior to the beginning of the Class. Payment not received on time will automatically be placed in the next scheduled class.

 

 

MEAL SERVICE: Lunches will NOT be provided.

 

 

REFUNDS/CANCELLATIONS:  The Institute reserves the right to amend any program should circumstances warrant such action. In the event of course postponement or cancellation, the Institute will reschedule the course, or apply the fee payment to any other program offered in the next twelve months. Liability for course cancellation is specifically limited to the amount of prepaid course fees and excludes any incidental or consequential damages. Attendees must confirm cancellations or substitutions, in writing, at least thirty (30) days prior to the initial class date. There will be a $100 administrative fee for such a cancellation. Otherwise, fees are not refundable but may be transferred to another program of your choosing within a year of the original class date. Substitutions may  be made, with written notice to the Institute, at least thirty (30) days prior to the original date of class commencement      

 

LODGING: Lodging is NOT included. A complimentary Hotel/Airport Shuttle may be provided. Please make your room reservation at least three weeks prior to the initial class date.
