Michael E. Storie, is a member of the Faculty at the World Institute for Security Enhancement. He is currently the President and CEO of Security Consultants Interna tional, Inc., a company that provides private security services to such clients as the U.S. Departments of State, Transportation, and Commerce, the CIA, the FBI, Amtrak, various state and local police departments, and commercial clients.

 

Mike Storie has dedicated his professional life to the field of counter-terrorism. He served for 20 years in the U.S. Navy as a Master Explosive Ordnance Disposal Technician. Now, with more than 36 years of experience, he is a recognized expert in the areas of threat and vulnerability assessment, weapons of mass destruction, conventional and non-conventional explosives, security evaluations, explosive detection and disposal, terrorist methodology and trend analysis.*

 

During the years he spent working in the U.S.

Department of State, he developed expertise in planning

and managing special security-based projects

worldwide, Overseeing  them from the development

stage through to implementation. He is also recognized

for his leadership in the training of counter-terrorism for

U.S. And foreign personnel.

 

 

He has served as a sitting member of the CIA Terrorist Technical Countermeasures Committee, as an executive committee member of the Technical Support Working Group, and as a member of the DIA Terrorists Advisory Group.

 

 

Mr. Storie holds a current Top Secret SCI clearance. *Certain aspects of Mr. Storie’s qualifications and information pertaining to terrorist methodology and techniques are classified and can only be discussed with properly cleared personnel on a need to know basis.

Areas of  Expertise

 

More than 36 years of physical, technical security and

EOD/Counter terrorism experience of which 21 years are

directly related to terrorism and weapons of mass

destruction (WMD) detection and countermeasures:

 

·   Explosive Ordnance Disposal / Consequence Management Coordinator for the United Nations General Assembly; New York, N.Y., NATO 50, Washington, D.C., and various high level peace summits. These responsibilities required extensive coordination and liaison with Federal, State, and local agencies and authorities.

 

·   Fourteen years experience in an overseas environment, with a demonstrated ability to apply logic and broad-based knowledge in resolving security issues in diverse situations. 

 

·   More than 25 years of supervisory and management experience to include development, and implementation of training to U.S. and foreign personnel.

 

·   Hands-on experience involving physical and technical security evaluations, informational security, detection and surreptitious entry techniques and disposal of explosive devices and non-conventional chemical, biological, and improvised nuclear threats.

 

·   Extensive experience in instructional techniques and curriculum development within physical security, conventional and non-conventional, chemical, biological, and radiological arenas.

 

·   Expertise in the assessment of structural design and facilities, utilizing state-of-the-art computer modeling for compliance with security standards.

 

·   Acknowledged expert on terrorist's methodology and trend analysis.

 

·   Proven ability to communicate, oral and written with senior government personnel on a wide range of security issues.

Mr. Storie is President and CEO of SCI. Having

established the company in 2004, he now

works worldwide to provide security assessment, training, and equipment installation. SCI personnel are highly trained in all aspects of technical and physical security, equipment installation and training. SCI personnel maintain TS or higher level clearances.

·   Direct surveys of specific sites in preparation for demolition, construction and installation of technical and physical security equipment.

 

·   Review blueprints, electrical, mechanical and as-built drawings to ensure they are in accordance with DOS regulations, standards and guidelines.

 

·   Design electrical conduit runs, configure electrical cabinets, and produce construction drawings, Statements of Work (SOW) and Bill of Materials (BOM).

 

·   Review FEBR survey data, produce procurement specifications, review and approve final shop drawings for manufactures action.

U.S. Department of State Senior Project Officer, Explosive Detection/Countermeasures Program:

 

·   Management of an annual budget exceeding 56 million dollars, including management of 12 response teams, procurement and distribution of specialized detection equipment and training of U.S. and Foreign National personnel at more than 260 Embassies and domestic facilities.

 

·   Terrorists threat analysis at the aforementioned facilities with regard to conventional and non-conventional explosive, chemical and biological attacks.

 

·   Written and oral recommendations to senior U.S. Department of State executives and Embassy officials.

 

·   Engineering evaluation and recommendation of new equipment for inclusion in the Department of State security inventory.

 

·   Research and creation of a conclusive database of Department-automated access control systems identifying potential Y2K implications.

 

 

U.S. Navy Served from 1971 to 1991:

 

·   Master Explosive Ordnance Disposal and Electronics Technician

 

·   Scientific and Technical Liaison Officer and intelligence analysis on EOD technical data and terrorist activities and methodology.

 

·   Member of the DOD Terrorist Threat Countermeasures Committee with particular emphasis on Middle East chemical weapons issues.

 

·   Project Officer for the design and construction of an SCI facility.

 

·   Project manager for new equipment and developmental projects and the coordination of requirements through the end user.

 

·   Physical security evaluations of special weapons storage facilities ensuring compliance with all security standards.

 

·   Technical support to the U.S. Department of State on EOD-related matters.

 

·   Instructor and Curriculum Standards Instruction Coordinator, responsible for the review and update of lesson plans.

 

 

GEO-CENTERS, Inc. Explosive Ordnance Disposal Specialist and Senior Field Engineer:

 

·   Operation of electronic and mechanical ordnance locating and precise navigation equipment.

 

·   Diagnosing of equipment failure and repair of sensor devices, computer systems and ancillary equipment, requiring extensive knowledge of electrical/electronic, mechanical systems and sub-systems.

 

·   Responsible for procurement and transportation.

 

·   CDL with explosives endorsement.

 

·   Operational use of explosives required for the demolition of more than 500 tons of retrograde ordnance.
